Vaping in Barcelona 2026: Rules, Beaches, Airport and Where to Buy

The short answer
Vaping is legal in Barcelona. You can bring your own device, buy locally, and vape in most outdoor spaces. Indoors in public places you cannot, and the rules are stricter than a lot of visitors expect.
Two things almost every travel guide gets wrong, and we'll cover both: the beaches and what's actually law right now versus what's only been proposed.
Where you cannot vape
Vaping follows Spain's tobacco rules in enclosed public spaces:
- Bars, restaurants and cafés — indoors
- Shops, shopping centres, museums
- Public transport — metro, buses, trains
- Hospitals, schools, government buildings
- Workplaces
Hotels set their own policy. Most Barcelona hotels treat vaping as smoking, and cleaning charges for vaping in a non-smoking room are common. Ask at reception rather than assuming.
The beaches — this is the part guides get wrong
Barcelona banned smoking on its beaches by municipal ordinance in 2022, and the original wording covered both tobacco and "nicotine-release devices" — vapes included.
That ban was challenged, and the Tribunal Superior de Justícia de Catalunya partially overturned it. The court distinguished between the two: it found the city council does not have the authority to regulate vaping devices in that way.

So the "Barcelona beaches are smoke and vape free" line you'll read on most UK travel sites is out of date on the vaping half.
Two sensible caveats. Signage on the beach may still show the original ban, because the city has not rewritten it. And this could change — see the next section. If a lifeguard or officer asks you to stop, stop; arguing case law on a beach is not a holiday well spent.
What is proposed, and is not yet law
On 21 July 2026 the Spanish Council of Ministers approved a draft bill updating the 2005 tobacco law and sent it to parliament. It would extend smoke-free rules to hostelry terraces, beaches, pools, university campuses and transport, treating vapes on a par with cigarettes.
It is not in force. Parliamentary processing is still open, with consideration expected before summer 2027. Anything you read saying terraces and beaches are now banned nationally is describing a bill, not a law.
It also does not ban disposables, contrary to a lot of reporting. That was left out of the approved text.
The airport
You cannot vape inside Barcelona–El Prat, anywhere. There are no vaping rooms.
For the flight itself: devices must go in your hand luggage, never checked baggage — that's an airline safety rule about lithium batteries, not a Spanish one. Same for spare 18650 cells, which need their terminals covered.
Buying a vape in Barcelona
You must be 18 or over. Shops can ask for ID.
Spanish products follow EU limits under Real Decreto 579/2017:
- Nicotine strength: maximum 20 mg/ml
- Tanks and pods: maximum 2 ml
- Refill bottles: maximum 10 ml
If you're coming from the UK these will look familiar — the same caps apply there. What surprises people is the consequence: any device advertised as 10,000 puffs with nicotine cannot be legal here, because that needs 15–20 ml of liquid. What it costs
Two channels, very different pricing.
Estancos — the state tobacconists, marked with a brown and yellow sign. Convenient and everywhere, but the range is thin: mostly 600-puff disposables from two or three brands. Vaping products have no state-fixed price, unlike tobacco, so each shop charges what it likes.
Specialist shops — wider range, better prices, and the only realistic place to find refills, coils and rechargeable devices. Typically 20–40% cheaper per device.

Frequently asked questions
Can I vape on a Barcelona beach?
Yes, following the TSJC ruling that overturned the vaping half of the 2022 ordinance. Smoking cigarettes there is still banned.
Can I vape on a bar terrace?
Currently yes, outdoors. The July 2026 bill would change that, but it is not law yet. Individual venues can still say no.
Can I bring my vape into Spain?
Yes. Spain is in the EU and there's no restriction on personal devices. Carry them in hand luggage.
Are disposables banned in Spain?
No. There is an intention to ban them later, but it was not included in the bill approved in July 2026.
What are the fines?
Penalties for smoking and vaping offences vary by the rule broken and can reach into the hundreds of euros. In practice, being asked to stop is far more common than being fined.
Is nicotine-free vaping treated differently?
For where you can vape, no — the location rules apply the same way. For product limits, yes: the 2 ml and 20 mg/ml caps apply to nicotine products.
