10,000-Puff Vapes With Nicotine: Why They Don't Legally Exist in Spain

The short answer
They don't. In Spain, no prefilled 10,000-puff vaper can contain nicotine and be legal at the same time. This isn't about brands, stock or where you shop: the regulations make it mathematically impossible.
It comes down to one number: 2 ml.
The 2 ml rule
Vaping in Spain is governed by Real Decreto 579/2017, which transposes European directive 2014/40/EU, known as the TPD. That text sets three limits for any product containing nicotine:

All three apply simultaneously. There is no exemption for longer-lasting devices, for particular brands, or for online sales.
How much liquid do 10,000 puffs need?
A 2 ml tank delivers roughly 600 puffs. That's why the 600-puff format dominates the European market: it isn't a design choice, it's the legal ceiling.
At that ratio, 10,000 puffs require between 15 and 20 ml of liquid. In a prefilled device that liquid is factory-sealed inside the unit, which puts it at eight to ten times the legal limit.
An example from our own catalogue makes the point: Crystal Pro CP600 refill pods contain 20 mg nicotine salts and deliver up to 600 puffs per pod. They sit exactly at the maximum the regulation allows. Multiplying that by sixteen and sealing it into a single device is not legal anywhere in the European Union.
So what are the ones advertised with nicotine?
If you find a "10,000 puffs with nicotine" on sale, it's usually one of three things:
- A 0 mg device described confusingly. The most common case, and the most harmless. The device is legal; the listing is badly written or badly translated.
- Unregistered imported product. Every nicotine-containing vaping product must be notified to the health authority before being sold in Spain. Anything that hasn't been through that process shouldn't be on sale here.
- An international marketplace shipping from outside the EU and not applying TPD limits. These appear frequently in searches around this term.
In all three cases the practical conclusion is the same: if the seller can't tell you the capacity in millilitres and the strength in mg/ml, don't buy.
The exception almost nobody explains
There is a perfectly legal way to get 10,000 puffs with nicotine in Spain. It isn't a prefilled device — it's an open-tank rechargeable vaper.
The 2 ml limit applies to tank capacity, not to the total you consume over time. With a 2 ml tank and 10 ml refill bottles you can vape indefinitely and stay entirely within the law. Ten thousand puffs, a hundred thousand, as many as you like.
The difference is who puts the liquid in. In a prefilled device it's sealed at the factory, so it counts as a single unit of capacity. In a rechargeable one you refill it yourself, two millilitres at a time.
This is why refillable systems remain the only legal route to long-term nicotine vaping in Spain.
The legal prefilled option: 0 mg
The limits in Real Decreto 579/2017 apply to products containing nicotine. A 0 mg device falls outside that capacity restriction, because there is no nicotine to restrict.
That's why every 10,000, 20,000 or 40,000-puff vaper legally sold in Spain is nicotine-free. It isn't a trend or a marketing decision: it's the only configuration the law permits in that format.

Is it illegal to buy a 10,000-puff vaper?
No, provided it's 0 mg. High-capacity nicotine-free devices are sold completely normally in Spain. What cannot legally exist is the prefilled version with nicotine.
What if I've already bought one that claims to contain nicotine?
Check the box and the product listing. If it says 0 mg or "nicotine-free", the shop's description was simply wrong. If it states a strength in mg/ml and a capacity above 2 ml, it does not meet Spanish regulations.
How long does a 10,000-puff vaper last?
With average use, two to three weeks. That's roughly what fifteen to twenty 600-puff disposables would give you.
Why do 600-puff disposables exist but not 6,000-puff ones?
Same rule. A 2 ml tank gives about 600 puffs, so 600 is the practical maximum for a nicotine disposable in the EU.
Are the 10,000 puffs real?
It's a laboratory measurement. Test machines take one-second puffs with thirty-second pauses; a real person takes two-to-four-second puffs and waits less. In practice the real figure tends to fall below the advertised one, for every brand and every format.
Are these regulations going to change?
On 21 July 2026 the Spanish Council of Ministers approved a draft bill updating tobacco legislation and sent it to parliament. It is not yet in force and parliamentary processing is still open. The 2 ml and 20 mg/ml limits described in this article are the ones that apply today.
