The short answer
Nicotine-free vapes are completely legal in Spain, easy to buy, and — this surprises people — subject to fewer restrictions than nicotine products.
They're also the only way to legally buy a high-capacity device here. That's not a marketing line; it's arithmetic, and we'll show you why.
Why 0 mg is less regulated
Spain's vaping rules come from Real Decreto 579/2017, which transposes the EU Tobacco Products Directive. Those rules set three hard limits:

Every one of those applies to products containing nicotine. A 0 mg device has no nicotine to limit, so the capacity caps don't bind it.
Which is why high-puff devices are always 0 mg
Here's the part almost nobody explains properly.
A 2 ml pod delivers around 600 puffs. That's why 600 is the standard format across Europe — it isn't a design choice, it's the legal ceiling for nicotine.
A 10,000-puff device needs roughly 15 to 20 ml of liquid. Sealed inside a prefilled device with nicotine, that would be eight to ten times over the limit.
So every 10,000, 20,000 or 40,000-puff device legally sold in Spain is nicotine-free. Not by preference — by necessity. If you see one advertised with nicotine, either it's 0 mg and badly labelled, or it isn't compliant. We go through that in detail in this guide.
What "0 mg" actually means
A nicotine-free vape contains the same base as any e-liquid — propylene glycol, vegetable glycerine, flavourings — with the nicotine left out.
What changes in practice:
- No throat hit. The scratch at the back of the throat comes from nicotine. Without it the draw is noticeably smoother.
- Flavour reads cleaner. Nicotine has a slight peppery edge that masks sweetness.
- No dependence. Nicotine is the addictive component. Removing it removes that.
To be straight with you: nicotine-free is not the same as risk-free. Inhaling anything other than air carries risk, and Spanish and international health bodies say so. What 0 mg removes is the addictive substance, not every question.
Where you can use them
Here's a distinction worth getting right: product rules and location rules are different things.
The 2 ml and 20 mg/ml caps are product rules, and 0 mg sits outside them.
Where you can vape is a location rule, and it applies the same either way. No vaping indoors in bars, restaurants, shops, transport, hospitals or workplaces — whether your device has nicotine in it or not.
Buying nicotine-free in Spain
You'll find far more choice online than in an estanco. The state tobacconists mostly stock 600-puff disposables with nicotine; 0 mg is a minority line for them.
What to check before you buy anywhere:
- Does the listing state 0 mg clearly? Vague wording usually means a badly translated listing, sometimes something worse.
- Is there a manufacturer authenticity seal on the box? Most legitimate brands use a scratch-and-verify code.
- Rechargeable or disposable? A rechargeable device with replaceable pods works out considerably cheaper over a month, and there's less to throw away.
